And Phillips admits there is an added determination in the squad during preseason to break back into the top four.
"Last year was a great year for me and I'm trying to build on that this season. Hopefully I can kick on again this year," Phillips said.
"We were disappointed last season that we didn't get into the top four. That is obviously our goal every year but this year especially. We've recruited quite well so hopefully we've got a bit more strength in depth as well so we can really push for the top four.
"The new recruits have been brilliant so far. They've brought a lot of positivity, lots of enthusiasm and a good bit of experience. They're good characters as well so they've freshened up the squad a bit which is nice."
In addition to changes in playing personnel, Scarlets have seen big changes off the field as well with head coach Simon Easterby moving on after two years in charge to become Ireland's forwards coach.
And Phillips admits the former flanker played a huge role in his development.
"Simon moving on to Ireland will be a big change," Phillips added.
"He's been great to me for the last two years. Last year he was excellent, he's a professional man and we wish him all the best moving on."
